Announcement

of the 4th Danube Cup – Invitational Team Tournament

organised by the Correspondence Chess Association of the Czech Republic
(played in memory of Paul Darmogray)


Correspondence Chess Association of the Czech Republic (Czech CCA) has the honour to announce the 4th edition of the Danube Cup – Paul Darmogray Memorial, as approved by the ICCF Congress 2011 in Järvenpää, Finland.

In the first place, this tournament was intended for the countries which the river Danube flows through or where it creates state frontiers, namely: Germany, Austria, Slovakia, Hungary, Croatia, Serbia, Bulgaria, Romania, Moldova and Ukraine. However, Serbia and Moldova are not yet ICCF member federations, and 8 teams only wouldn't allow to fulfil ICCF norms and titles on particular boards, thus the tournament wouldn't be interesting for most players.

For this reason, the organisers of the 3rd edition of the tournament also decided to invite teams from the neighbour countries, namely: Czech Republic (neighbour of Slovakia, Germany and Austria), Poland (neighbour of Slovakia), Slovenia (neighbour of Hungary, Croatia and Austria), the Switzerland (neighbour of Germany).

Of course, there are still other countries which would fulfil the criteria of a "neighbour country": Russia, Belarus (neighbours of Ukraine), France (neighbour of Germany, moreover the birthplace of Paul Darmogray), Belgium, the Netherlands, Luxembourg (neighbours of Germany).

Given the above facts and based on the above experience, the Czech CCA invites the following 17 countries to take part in this tournament:

Austria, Belarus, Belgium, Bulgaria, Croatia, Czech Republic, France, Germany, Hungary, the Netherlands, Poland, Romania, Russia, Slovakia, Slovenia, Switzerland and Ukraine.

(Luxembourg has already declined participation in the tournament.)

Provisionally, the following 11 teams have already confirmed participation:
Austria, Belarus, Belgium, Czech Republic, France, the Netherlands, Poland, Romania, Slovakia, Switzerland and Ukraine.

Tournament details:

1. The tournament will be played with 13–17 teams, depending on the number of entries. Should there be an even number of entries, then Czech Republic as organiser and winner of the 3rd edition keeps the right to nominate the second team.

2. No start fee is collected for this tournament.

3. There will be 6 (six) players in each team. Each team must have a Team Captain. A maximum of 3 (three) players may be replaced during the tournament. Only one replacement is allowed on each board.

4. The tournament will be played on the ICCF webserver. Every team player will play 12 to 16 games in total, one game against every opponent on the same board.

5. Team entries should be send via the National Federation, exclusively by email and not later than 10.12.2011 to the Central Tournament Leader: Michal Volf, email address: chess.volf@centrum.cz

6. All entries should include the following details:
- board order,
- names, ICCF codes, current Elo ratings and email addresses of the team players,
- name and email address of the Team Captain.

7. For title norm purposes, rating numbers will be taken from the ICCF Rating List as at 01.01.2012 and/or from the current FIDE Rating List. FIDE ratings will be treated as unfixed for title norm purposes. Other players will be allocated a special tournament rating of 2200.

8. Target categories:
- Board 1: cat. 11 - Elo 2501+
- Board 2: cat. 10 - Elo 2476+
- Board 3: cat. 9 - Elo 2451+
- Board 4: cat. 8 - Elo 2426+
- Board 5: cat. 7 - Elo 2401+
- Board 6: cat. 6 - Elo 2376+
A non-fulfilment of the above Elo limits will not disqualify the team from the tournament, however, we ask national federations to keep to them whenever possible.

9. The tournament will be governed by paragraph 9 of the valid ICCF Tournament Rules. For this tournament, the ICCF Playing Rules for team tournaments played on ICCF webserver will apply.

10. The tournament will start on 01.02.2012.

11. The Tournament Director will be IA Karel Glaser (CZE).

ICCF IA/IM Paul M. Darmogray (1934-2006)

Paul Darmogray was born an October 1, 1934 in France. In 1949, his family migrated to the territory of the contemporary Ukraine. He lived in Izmail, the multinational ancient city and an important seaport in the Danube delta. Here was teaching foreign languages (French and German, first of all) at the State Pedagogic Institute.
As the great enthusiast of chess, he was a member of the city chess clubs of Odessa and Izmail, an active player, arbiter and organiser of numerous over-the-board tournaments and popular chess festivals of various levels in Odessa, Izmail and elsewhere in the South-West of Ukraine.
His initial activities in correspondence chess were concentrated on the Odessa chess club. After a successful play in the ICCF Master Class tournament Paul Darmogray achieved (twice) qualification to the European Championship Final and was awarded the ICCF IM title on the Congress in Buenos Aires (1997) as a conclusion of his performance in the international invitational Bakharov Memorial (of Bulgarian CC Federation). Due to his open-minded character, excellent knowledge of foreign languages, good organisational skills and long-term friendly relations with many chess partners in various countries, Paul Darmogray was particularly active in organising and playing of dozens international friendly matches of the Ukraine team, in which he was the highly appreciated Team Captain during two decades since early eighties. He served also as a Team Captain when Ukraine debuted as the new ICCF member in the 12th Olympiad. Living in a city at the bank of Danube, Paul Darmogray organised (and served as the Tournament Director) two international team tournaments “Danube – River of Friendship”. The 1st Danube tournament was organised in 1984 and won by Ukraine, and the 2nd one was started in 1990 and won by Germany. The 1990 ICCF Presidium meeting in Bad Blankenburg (Germany) awarded to Paul Darmogray the ICCF IA title (the first ICCF IA for Ukraine), and he continued serving as an arbiter and appeal instance in various national tournaments until his death in 2006.
