ICCF – Zonal Director Elections

ICCF Statute, Section 3.4

Members of the Executive Board (except for Zonal Directors) and the Auditor are normally elected by the Congress at elections held every four years, with those elected taking up office from 1 January following the date of the Congress.


According to ICCF Statute 3.4 (as amended by the 2006 ICCF Congress), the following procedures, and timescale will apply for Zonal Director elections.


Nominations are invited from respective Zone 1 Member Federations for the following position:


Zonal Director, Zone 1 (and member of the ICCF Executive Board)


It is the right of each Zone 1 Member Federation to nominate candidates for the above position, providing that:


The nominee is a current member of their Federation (which must be a full ICCF Member Federation)


The nominee has confirmed his/her willingness to be nominated.


Nominations from Member Federations should be sent via e-mail to the General Secretary, Dr. Michael Millstone at PJBoogie@yahoo.com and a copy to the ICCF Auditor, Josef Mrkvička at josef.mrkvicka@volny.cz to reach both no later than October 15, 2011.


Each nomination should include a written declaration from the candidate indicating his/her willingness to be nominated, along with personal statement (if wished) giving information in support of his/her candidature.


When all nominations have been received, the information will be issued to all Member Federations as soon as possible to enable the candidates to campaign and delegates to decide upon voting preferences. The voting will be held between November 15, 2011 and end on November 30, 2011. A candidate receiving more than 50% of the votes cast will automatically be declared elected.


If necessary, a second round of votes will be organized immediately, with an ending date of December 15, 2011. This will allow all Zonal Directors to be in place and assume/resume their duties by the start of 2012.


Personal statements of candidates should not be published in commercial magazines/internet sites, etc. until after they have all been circulated by ICCF to the official delegates of member federations (as below).


Election campaigning/soliciting for votes, etc. should not take place until after the complete list of candidates, accompanied by their personal statements, have been officially released by ICCF, as is indicated above.

Although most of you know me quite well as I attended quite all of the ICCF Congresses since 1996, I would like to briefly introduce myself.


I was born in Torino, Italy, on 22/12/1954; I work as a teacher of Mathematics and other Scientific Subject in Middle Schools.

I have decided to run, once again, for the office of ICCF Zone 1 Zonal Director and I would like to submit to the ICCF-Europa Member Federations a short report of the work I accomplished and of the goals that I achieved during the past four years.


European Championship (Individual and for Teams)

In the last 4 years the following tournaments were started:
• the Semi-Finals of the 8th and the 9th E.T.C.
• the Final of the 7th E.T.C. The Final of the 8th E.T.C. was as soon as all the qualified teams were known and is scheduled to start by February 2012
• the Semi-finals of the 68th E.I.C.
• the Final of the 65th, the 66th and the 67th E.I.C.

European Teams for international tournaments

ICCF Europa participates(d) to the following International Teams tournaments:

• Interzonal 2008 (with 3 teams)
• Interzonal 2010 (with 3 teams)
• “Rochade 20th Anniversary” tournament (with 2 teams)

Tournaments for National Teams

In the last 4 years the following tournaments were started:
• “H. Otte Memorial” (web-server, players with low ELO), Final (9 teams, 54 players; 28 teams, 168 players in the Preliminaries)
• “G. Radosztics” Memorial (postal, players with low ELO), Preliminaries (13 teams, 52 players)
• “T. Løvholt” Memorial (web-server, players with middle ELO), Preliminaries (30 teams, 180 players)

Team Tournaments

• European Postal Cup, Preliminaries (23 teams, 92 players)

Starting tournaments

• “W. Bielecki” Memorial, Preliminaries (National teams, web-server, players with low ELO)
• “One M.F. vs. Rest of Europe 2011 - Ukraine vs. Rest of Europe”

Promotional Tournaments

• Master Class: 13 postal groups and 33 web-server groups
• Higher Class: 14 postal group and 21 web-server groups
• Open Class: 19 postal groups and 53 web-server groups

Financial matters

ICCF-Europa has today a very florid economical situation.
The derived surplus has given the possibility to let the international team tournaments organized by ICCF-Europa be free of entry charges. ICCF-Europa has furthermore given an economical support for the organization of the 2011 ICCF-Congress in Finland and promised to give support –if requested for- to the organization of the 2012 ICCF-Congress.


ICCF-Europa belongs to Member Federations, but Member Federations belong to their players!
We are living a “strange” historical period for correspondence chess: most of games are played on the web-server; a large part of the entries are sent on-line. Contacts among players and their Federations are weaker and weaker.
During the last 4 years I proposed and organized many tournaments for players with low and middle ELO (H. Otte, G. Radosztics, T. Løvholt and W. Bielecki Memorials); giving to the players with a low or a middle ELO the opportunity to play under their National Federation’s “flag” will strengthen the bonds between players and their national associations. I personally believe that 400 players participating in the aforementioned tournaments represent a large success!

Zonal Individual and Team Championship are also very important.
E.I.C. and E.T.C. were regularly started and during last ICCF-Europa Meeting the kick-off dates for the next Zonal Championships were scheduled.
The “waiting list” for the E.I.C. is quite lean: all the players who asked to play in the Final of 67th E.I.C., with just one only exception, could be inserted in the start-list.
A Commission -chaired by the World Champion Marjan Šemrl- is studying a new structure for the Individual European Championship; its work will be submitted to the approval of the Delegates at the 2012 ICCF-Europa Meeting.

ICCF-Europa is the only ICCF Zone who still organises tournaments by post. The above figures show that postal play is still appreciated by a broad minority of our members; it will not be possible to have post-played European Championships in the future because they would not be representative but postal players have the right to play! During the last four years I indeed tried to offer to postal players the possibility to play by post (G. Radosztics Memorial, European Postal Cup), obviously without obliging the web-server players to play by post.

Finally, I am continuously enlarging the group of ICCF-Europa collaborators: we now have Tournament Directors and Team Captains coming from 12 different European Member Federations.


Dear friends, this was a report of my four year work.

I worked with passion and love for ICCF-Europa and I thank all the friends who helped me in this period, especially the Deputy Z.D. S. Grodzenskij, the Financial Director, C. Flores Gutiérrez, the Auditor, G. Pyrich, the European Tournament Director, L. Madonia and all the Tournament Directors and the Team Captains (it would be a very large list!)

I ask you to judge me for the work I have done.
If you have been satisfied, I ask you to confirm me your support for the next term and I promise to you that I will work with enthusiasm and commitment for the next four years.

MARCO CARESSA
CANDIDATE FOR ZONAL DIRECTOR
I was born on June 16, 1956.
I am married, work in Italian Revenue Agency and live in Tivoli, an ancient town about
30 km east-north-east of Rome.
My chess life begins in 1972 and the subsequent year I started my first CC game.
In 1980 I was elected as member of A.S.I.G.C. board.
In 1994 I became TD in ICCF, then I have been EM TO Controller from March 2004 up to
November 2006 and I am Title Tournaments Commissioner since November 2006.
I am also member of the Tournament Rules Commission, Arbiters Committee, Services
Committee, and Appeal Committee.

International Arbiter Title in 2001
Bertl von Massow in Silver in 2007
Benalmádena 2007 : Me and President Med Samraoui
Since the beginning of my activity as TCC, the main target was the World Championship.
How to get rid of the long list of qualifiers, and give ICCF a World Champion every second
year.
This problem is now very close to its solution and I must thank the Working Group led by
Gerhard Binder for the tremendous work done.
If elected, my first target will be the solution of a similar problem in Europe.
The European Individual Championship needs to be reorganized and the calendar
revisited in order to avoid clashes with other major ICCF events (World Championship and
Olympiads)
Top European players must have the opportunity to fight inside and outside Europe
without facing difficult choices.
Most of European Delegates know me in person and all know how I acted during these
years, particularly last ones as TTC. Have faith in me !
